International Confidential Aviation Safety System

ICASS (International Confidential Aviation Safety System) is an international aviation safety consultative body for exchanging information and corrective measures related to the operation of the reporting system.

A total of 13 countries are currently working as members of ICASS, and ICASS meetings have been held each year by the member countries. Korea joined ICASS in 2000, along with the implementation of the system, and hosted the 10th ICASS meeting in 2002 and the 19th in 2012 under the supervision of the Korea Transportation Safety Authority.

KAIRS (Korea Aviation Voluntary Incident Reporting System) is a system for pilots, ATCs, maintenance personnel, cabin crews and other aviation personnel to report any incident, condition or situation that hinders or may hinder aviation safety. The operating institute analyzes these reports comprehensively and technically, and generalizes the contents to hide the identity of the reporter before distributing them to aviation personnel and to the relevant organizations. The purpose is to find and correct safety risks in advance in order to prevent accidents.

It is operated by the Korea Transportation Safety Authority (Aviation Safety Center) which researches aviation safety and manages the incident prevention work in accordance with Article 154 of the Aviation Act and Article 63 of the Enforcement Decree of the Act.

The key mission of KAIRS is to collect/distribute information about aviation safety risks. In order to achieve that, the Korea Transportation Safety Authority is operating KAIRS based on reliability and independence to obtain the trust of aviation personnel and to avoid any interference from the regulation authorities or airline companies.
