What is the Aviation Security Voluntary Reporting System?

The Aviation Security Voluntary Reporting System was introduced to collect information about security risks, including the incidents, situations and conditions that might hinder aviation security. The Korea Transportation Safety Authority was appointed to be the operating institute the system by the Ministry of Land, Infrastructure and Transport and has been officially running the system since 2014.

Legal basis for the reporting system

The Aviation Security Voluntary Reporting System was introduced since Appendix 17 (Security) of the Convention on International Civil Aviation requires that ‘each contracting country shall operate a Confidential Reporting System to supplement the national aviation security level management program’, and the System is operated based on Article 33-2 of the Aviation Security Act. The scope of reporting and the process of reporting are stated in Article 19-2 of the Enforcement Regulations of the Aviation Security Act.

Who reports?

Aviation safety personnel, including passengers, cabin crew, airport operators, air transport business operators, aircraft dealerships, aircraft maintenance shops, airport-based enterprises, etc., or anyone who discovers or judges it necessary to expect any situation that hinders or may hinder aviation safety, may file a report.

What do I report?

The scope of reporting includes any cause that harms aviation security, as described in the table below, other than obligatory reporting matters as defined in Article 19, Section 1 of the Aviation Security Act.

You may report any other situation or fact that may hinder aviation security.

  • Common for all fields
    1. If an illegal act is attempted or if there is a possibility that such an act may occur according to Article 2, Section 8 of the Act.
    2. If a self-security plan is not approved, or if the approved security plan is not performed according to Article 10, Section 2 of the Act.
    3. If any aviation security equipment approved by the Minister of Land, Infrastructure and Transport is not used according to Article 27, Section 1 of the Act
    4. If the educational institute designated by the Minister of Land, Infrastructure and Transport conforms to the cancellation standards of designation according to Article 28, Section 4 of the Act.
    5. If a self-contingency plan is not approved, or if the approved contingency plan is not performed according to Article 31, Section 3 of the Act.
    6. If security measures are not performed according to Article 32 of the Act.
    7. If a violation of the laws and regulations related to aviation security is found, or if a settlement concerning any inconvenience and/or system improvement for aviation security is required, etc.
  • Security check
    1. If a passenger that completed the security check meets a passenger who did not complete the security check, according to Article 11, Section 2 of the Act.
    2. If a passenger who refused to complete the security check, or if a passenger with objects that may pose a threat to aviation security, such as weapons and/or explosives, enters the area beyond the completed security check area, according to Article 11, Section 3.
    3. If an item that is prohibited on the plane by the Ministry of Land, Infrastructure and Transport, such as liquid and/or gel, is carried into the secured area.
    4. If a security check on a person, a carried item, an air cargo, etc. is not completed according to Article 15, Section 1 and Section 2 of the Act, Article 16, Section 1 and Section 2 of the Act, and Article 17, Section 2 of the Act.
    5. If a security check is performed by a person who did not receive the proper training according to Article 28, Section 2 of the Act.
    6. If records on security checks are not stored according to Article 29 of the Act.
  • Secured area access control
    1. If the area that is necessary for the protection of the airport facilities is not designated as the secured area according to Article 12
    2. If a person enters the secured area without permission of the airport operator according to Article 13, Section 1 of the Act, or if a person does not have an access pass conforming to Article 6, Section 4 of the Enforcement Regulations of the Aviation Security Act.
    3. If an item that has been designated by the Minister of Land, Infrastructure and Transport as hazardous is carried into the secured area without approval, according to Article 21, Section 1 of the Act
  • Aircraft security
    1. If a cabin security guard is not on board according to Article 14, Section 2, or if the security check on an aircraft is not completed according to Section 4 of the Act.
    2. If an item that is prohibited on the plane by the Ministry of Land, Infrastructure and Transport, such as liquid and/or gel, is carried into the plane according to Article 14, Section 5 of the Act.
    3. If the security management of air documents is not completed according to Article 20, Section 1 of the Act
    4. If an item that has been designated by the Minister of Land, Infrastructure and Transport as hazardous is carried into the plane without approval, according to Article 21, Section 1 of the Act.
    5. If a person fails to follow the obligations of security cooperation, according to Article 23 of the Act.

Reporting Handling Procedures

If the reported contents are found to have a serious impact on aviation safety, they will be reported to the relevant organizations, airline operators and airline companies. Policies, such as corrective measures, will be applied if necessary.

  • 03 Notification to the relevant organizations
    Notify the relevant organizations when finding an urgent and important security risk.

    Implementation of policies, such as establishing corrective measures

The Aviation Security Voluntary Reporting System report can be completed by sending it via homepage, email, mail, fax or phone, or you may submit it in person.
